Downtown Tulsa businesses are trying to recover from the COVID-19 crisis, but it is harder for them since they depend on concerts and conventions, which have been canceled. The Baxter’s Inner Urban Restaurant depends on hotels and their guests. “I’ve been open with limited seating since May 1 and we have yet to fill up all the limited seating, and our patio is open for outdoor dining,” said Proprietor, Craig Baxter.
